Suggestion No.184.
      In democracy complete citizens  become ' People'

                 While defining 'Democracy ', the concept of ' People' comes thrice.  Democracy means, government of people, by the people and for the people and when we go deep, we can identify people only those citizens of the country who have attained the five basics.  These five basics are health, education, training, employment and wages i.e. earning capacity and the persons who have failed to attain these five basics could become part of crowd, but they cannot be called people.  The democracies, where they could not provide these fives to persons cannot be called full-fledged democracies, rather they are a fraud and just change name of government.  And when we apply this formula in our own country, we have to accept that we too could not attain full-fledged democracy because most of the people in India could not attain these five basics and are till part of crowd.  The state, if it declares that it is a full-fledged democracy, it must try to attain these five basics for the persons to upgrade them as citizens and then as people, the concept adopted in our Constitution.  During the last seven decades, we had been turning crowd and not real citizens and that is the reason, real democracy could not be established in India.

      लोकतंत्र में पूर्ण नागरिक बनें 'लोग'

                 'लोकतंत्र' को परिभाषित करते समय, 'लोग' की अवधारणा तीन बार आती है लोकतंत्र का मतलब है, लोगों की सरकार, लोगों द्वारा और लोगों के लिए और जब हम गहरे जाते हैं, तो हम लोगों को केवल उन नागरिकों की पहचान कर सकते हैं जिन्होंने पाँच मूल बातें प्राप्त की हैं। ये पांच मूल बातें स्वास्थ्य, शिक्षा, प्रशिक्षण, रोजगार और मजदूरी हैं, अर्थात् क्षमता कमाने और जो लोग इन पांच मूल बातें प्राप्त करने में नाकाम रहे हैं वे भीड़ का हिस्सा बन सकते हैं, लेकिन उन्हें लोगों को नहीं बुलाया जा सकता है लोकतंत्र, जहां वे व्यक्तियों को ये फ़ैक्स नहीं दे सकते हैं, उन्हें पूर्ण लोकतंत्र नहीं कहा जा सकता, बल्कि वे एक धोखाधड़ी और सिर्फ सरकार का नाम बदलते हैं। और जब हम अपने देश में इस फार्मूला को लागू करते हैं, तो हमें यह स्वीकार करना होगा कि हम भी पूर्ण लोकतंत्र प्राप्त नहीं कर पाए क्योंकि भारत में अधिकांश लोग इन पांच मूलभूतताओं को प्राप्त नहीं कर पाए हैं और भीड़ के हिस्से तक हैं। राज्य, यदि यह घोषित करता है कि यह एक पूर्ण लोकतंत्र है, तो इन्हें पांच मूल बातें प्राप्त करने की कोशिश करनी चाहिए ताकि व्यक्तियों को नागरिकों के रूप में अपग्रेड कर सकें और फिर हमारे संविधान में अपनाया गया अवधारणा। पिछले सात दशकों के दौरान, हम भीड़ को बदलते रहे हैं और वास्तविक नागरिक नहीं हैं और यही कारण है कि वास्तविक लोकतंत्र भारत में स्थापित नहीं हो सका।
